Resolvectl was never part of the systemd package in bionic. Command 'resolvectl' not found, but can be installed with: But that isn't part of setting the nameservers. But apt fails because it cannot resolve 'us.archive.ubuntu.com'.
Afterwards your /etc/resolv.conf should be created by networkmanager.
